That question is at the center of a debate over allowing the Harley-Davidson dealership’s request to operate a tattoo studio in Chicago’s northwest suburbs. There are 32 franchises across the country that operate tattoo studios. But the owners’ operation of the studio in Mt. Prospect has resulted in a citation and a court date. The village points to a zoning policy, which categorizes massage parlors and tattoo studios as illegal.
